BAT - Bailout Added Tax?

I can see this coming soon to the US.

I just bought software from the UK and was astounded to see that, if you live in Europe, you must pay a 17.5% VAT (TAX) on each purchase

The standard price of a license for X2Net SignCode is 49.95 US Dollars, plus applicable taxes (VAT at 17.5% for residents of the European Union).
