I think a lot of this is simple confusion. I have always understood eagle1 to have moved from it's original location (overturned). It would follow then that they would need to trace the conduit back to find it's origin. If this is true, then both statements are correct. Eagle 1 is a maximum of 5 mill tons, but by following it's trail to it's source there is a lot more to be found.

This is a very simplified version of the situation, but it does make sense to me
