The strategic location of the Smelter rumored by Roos from American Anglo at Thunderbay allows it to draw not only from the Rof but almost anywhere in North America with its deep water ports. So it is not like they will depend solely on the RoF for raw ore. So they decrease their risk considerably this way. However, what this would do for the RoF is extremely positive.
