I've never read the book on Voisy Bay,but did'nt the Provincial government say no to starting up the mining operation unless they also built a smelter in the province (correct me if wrong,or add to it as just from memory)?

So the provincial government will have a big say on who will control these humongous mineral deposits. So with roads being built to open up area , Natives enjoying work opportunities I dont believe these deposits will be sat on,rather the majors buying in will probably have a time line to produce results and move towards a production schedule.

So I'm in the camp of no one will sit on this deposit and the mine will be a go.

Keep an eye on Provincial gov activities concerning area.
