I would like to ask this question again:

Why would Metalex go into the Safety Supply store, fill out an order and then sign the bill off to NORONT. Are we paying for everything or is this just a simplification for pick up.

After I heard this late last night from a friend who was there I thought a little more rationally and figure that it is cheaper to send 1 person for the shopping since that person would require a flight back in. This would make it lighter. So I suppose he could have been running an errand for lack of a better term...
