I have never noticed my broker taking any action that would be against my interest. Back when I didn't have level 2 yet it happened to me couple of times that my bid order was not passing in spite of sufficient # of shares on the ask side, clicking refresh after refresh - nothing, when my order got filled 2 min. later it was at lower price than my bid. I suppose it was held at the trading desk of my broker who chose the entry moment to my advantage. vila
