At the very minimum you have to add $1 for other 'ROF' properties. Consider the valuation of other players in the field that is primarily based upon their claim holdings since they've not found anything really interesting yet. OK, if you don't like that $1 value for claims and are uber conservative just throw in Windfall since land claims and Windfall absolutely has to be worth a buck.
