In my experience, it's not a clear indication that a stock would go up or down simply based on insider buying. Often times a stock would drift lower when insiders stop buying. Normally it happens when a stock creates new low during a period of time or before a PP announced.

In terms of UC, I suspect after a new year low at $0.20 last week, UC management wanted to give market some confidence by contributing a couple of thousand of dollars. If you feel it's a buy signal, I suggest you buy some at low 20s, but definitely not at the current price unless a surprised news released.
