Here are my thoughts in regards to any merger/take over of either FNC or PRB or any other ROF company that we may wish to agree with.

The CEO of FNC (for example) has to look for increasing shareholder value. Is there a price for which they would sell us their 4 claims? Of course their is but it would be too steep for NOT to pay and would not happen. Lets not forget that Geologists thrive on risk/reward. If they sell their land for X, and NOT hits the mother load, X was way too cheap and Peter would get mulled for any such deal. The only thing acceptable to shareholders of both companies would be a JV deal a la FreeWest where both companies share risks and profits. So to me, that is the only deal I can see happening. Wether a shareholder in NOT or FNC, I could not be happy with a full take out either way because when the drills turn, one CEO will look like a king and the other like a goose!
