Lest the readers of this forum misconstrue your meaning, Noront in fact does own 100% of the Windfall property as shown from this bit taken directly from their site:

This project currently covers two adjacent claim blocks (1,440 hectares) of which Noront holds a 100% interest."
To the extent that Noront is cooperating with the area plays, it is simply to take a running start at the ramp that will take us to the vein that has been discovered entirely on the 100% owned Noront property.
Should Mangagement choose to split (and I am fully content to leave that decision to them) this would be easily done.
