Problem I see is that there are a very few in the area (maybe only one really) that may want others to pay them for the chance to gamble on their property having good goods. My way of seeing things is, every one with the goods should benefit so long as they show they have the goods. NOT at others expense. This solution will ensure thoes with the goods get reward and only if they can prove it. Also, my solution will not lead to acramony among partners and will not SLOW DOWN PROGRESS where progress is warranted and deserving of reward.
