If the warrants are not exercised, the most likely meaning is that the warrant holders did not think a $.30 discount was enough to cushion against the risk of holding the resultant shares through the restrictive period.

Some may have exercised, although I can't imagine more than a quarter of them would, given the circumstances.  While we might not find out by tomorrow, we should know by early next week.
