I understood that Thunder Bay's ACTLAB was just getting into production at that time and they were still staffing and getting equipment set up. Perhaps Richard wanted to make sure results weren't delayed unnecessarily. However given the delays maybe Thunder Bay would have been a better choice. I understand Neil sent SPQ cores to Thunder Bay. Let us see what his response time is and then we can criticize if the facts warrant it.
