You don't need either of them to visual check cores, there is an on site geologist for that, Nemis is not a geologist and wouldn't make a visual determination.  No reason why the Geologist on site could call in and report findings, report be prepared and discussed over the phone with Nemis so a release could go out without him being in the office.
