You might have a point but Noront are past the exploration stage and had to get all kinds of permits and sign offs from Government to put in a mine portal.  Waste dumps, environmental sign offs etc.. This was one of the major problems that delayed getting started.

I don't know for certain but feel they do have all proper approvals to sink a shaft and pull out ore. If they can legally get it out then they sure can sell it.
