Not sure I agree, RN didn't flip the Windfall property and DE is potentially much more valuable.

Of course Windfall could be mined by Noront whereas DE is going to require huge investment and support to become an operational mine.

You're likely correct that the two properties will become separate as they aren't exactly a natural fit.  Winfall has the potential to become quite the cash cow down the road and move Noront over to the TSE based just on it.
