I want to second what newbers is saying.

This keeps getting brought up.

I question why people jump on this as if something nefarious is going on.

Mr. Nemis went over this, personally. This allows Noront to develop property with someone elses money and make 50% of any find. The most important part is that they retain control. When the majors come in, NOT has a larger package of goodies, proved up and ready to go.
