That comment from Agoracom in my opinion related to the Bay Street players actively involved in the stock at question. Noront and it's directors for example could be considered 'Bay Street'.  Yes if you have a major position in a company you'll check for background information and these forums on the whole are pretty good source to find out what information is out there in hands of individual investors.

I'm not sold on the idea that this forum is regularly viewed by major players in the market.
