Mr. Nemis is looking out for the average investor. This is not the person (like many of us) able to watch the stock on an ongoing basis, every few minutes, every day. He has said he wants everyone to have whatever info there is, so that the opportunities to get in or out are reasonably fair for all.

That's his way, and that's the right way.

It is true that if he were less careful about his investors, he might be able to convince his 'collaborator' that no halt is needed, but again, Richard is looking out for the little guy.

Ma and Pa aren't hurt by halts. They are helped.

IMO.
