As NOT is halted, any positive news should cause the price to jump. The only letter I would be sending to the broker is one to his manager letting him know of the broker's action and advising them that you will be cancelling your account and requesting that your assets be transferred to another firm.
For a broker to not execute a trade based on your verbal instructions in a time sensitive market is imcompetant at best and unethical at worst. Your broker sounds like an ego-maniac who should be fired IMO. Like the guy at ING says, it is YOUR money.
This is a fast market and having somebody treat you like a 5 year old is insulting. Please let us know what comes of this.

"This is a question to all the wise investor owls on this forum. This morning I decided I would sell some nonperforming stock and buy a further 2000 shares of noront at current prices. My broker, however has given me the hardest time (he is a very honest person) pointing out that my position in NOT is the highest level of speculative risk in my RSP portfolio. He will not carry out the trades until I send him a letter agreeing with his position but still wish to proceed with the trades against his best advice. I know it's ultimately my decision but any thoughts on the risk. My investment has a very low average of $1.45 a share at the moment."
