That sentance does sound a little confusing as the permit is for excavation, but Richard would not have released this IR unless this is a done deal.   I interpret that line to be that they are returning the signed documents and some additional information to the permit office (IE, here is the permit, sign it, ensure all the info is correct, and return).  Kind of like signing your driver's license form at the registry office after they send you the renewal notice in the mail.

I would not worry about that paragraph too much.
