Many boards won't let you post just in the title area, they want you to also write a message.

As a courtesy, writers put eom in the heading/title so the reader knows they don't need to open the message, that the whole message is in the header/title.

When you see eom in the message body, that is just filler to meet the requirement that there be some text in the body.
