My understanding is that once a claim is "completed" by staking, they have 31 days to file the proper paperwork.  I have not taken the time today to confirm that understanding, but if that is accurate, then there is a window where someone can come in and file a conflicting claim, and say that they were "completed" there first.  I have no idea if that is an actual matter of concern for us.  Something else to check on.
