When Asks show lower than the Bids

I saw this a number of times yesterday on stockhouse. Level II.

Bid at 1.92 - Ask at 1.65

Nothing gets filled.

I know sometimes they will only accept the bid if you buy ALL the shares they they are offering, but this was not the case, and I saw it many times. I thought maybe it was just the speed of the transactions that were effecting things but that doesn't seem like an acceptable answer either.

Anyone else notice this type of behavior? Any explanation?
