RCF Buying Again!

Resource Capital Fund has bought more shares, On July 20 / 16 they bought 50,000 & on July 19 they bought 200,000, what are they up to?? They also participated in the private placement and bought 20,000,000, I believe they now own arond 18% of the company. What happens if / when they hit 20%?
