I'm not surprised there isn't money to enforce the regulations - that's the Republican way of doing things. Why would they want money to be spent on regulations they don't want in the first place?

The problem didn't happen overnight - it took years to get to the mess. The oversight by Congress includes both Dems and Repubs who didn't do their job. No one party is to blame.

However, the idea that no regulation is better than regulation is a really, really bad idea.
