Whether it's Tarp funds, funds for military expenditures for military housing, foriegn aid to build roads and structures, or technological investment funds, the government control of all funds have the same problem. a lack of accountability. The funds are sent out, and wasted on inflated costs for materials, ($5 for a nut, $5 more for the bolt) doled out for foriegn aid that doesn't seem to reach the targeted recipients, ($millions to Somalia to feed the starving) or just flat out pocketed by individuals within the system.(FEMA-Hurricane Katrina)
To compound the problem, the government must form many congressional committees to investigate where the loss occured. Why the loss occured, and who was responsible for the occured loss. Causing even more loss of tax payer money, and wasting our congressional representatives time investigating fraud that never pins responsibility on any one individual. Then the perpetrators get off scott-free, anyway. It's a perfect scam.
It can all be avoided by placing someone in charge of oversight in each of the various funds. Put someones' neck on the block before the funds are given out. Make that person responsible to ensure these funds are getting to their intended recipients, and make that person responsible for answering what the heck happened to the billions of dollars being granted. If the individual understands there could be criminal charges pressed upon him/her, you can bet they would pay closer attention to details.
You can't tell me Uncle Sammy doesn't have the man-power to do this.
