Philisophically - Neither.
Practically - if we're talking poitical philosophies here, as practiced in Washington, BOTH as equally as can be measured, IMO.
In philisopical terms though, in their purest forms, conservatism aligns more with human nature, and has the best chance at achieving what liberalism's purest goals are because it doesn't limit mankind. Liberalism, while conceptually noble, limits mankind, and thus is ultimately counterproductive, because it produces artificial ceilngs in its desire for equality and justice. While created equal, men do not grow and die equal as we each have our own aspirations, priorities, and goalsl. To countermand that natural law is to impose limits. If liberalism were strictly adhered to, the world would still be considered flat, and the earth considered the center of the universe.
