Here the fallacy of the story... there were no taxes deducted on the 100 Euros in any transaction. So what started as 100 Euros ends up effectively as 27 Euros by the time it makes it back to the tourist. Or more aptly, to give 100 Euros back to the tourist, everyone who got the 100 Euros worked more to pay taxes on their 'income' in order to pass the full value of the note on to the next person in the chain.
Guess who everyone who thought they got their 100 Euros ended up with?
No money at the end of the day, (it went to the next person) yet a tax bill (except perhaps the prostitute) for the 'income' on the money... which was immediately passed along to the next person.
Now THAT is socialism... you don't get richer, since you are paying increased taxes (working harder) to support the government, which provides for those who won't work.
In otherwords, everyone get lowered to the same standard, not raised to the best they want to aspire to.
