PTSC made a stand during the BK proceedings that this was an essential factor in their accepting the Plan. So either they have the list or they backed down or cut a deal whereby they didn't get the list but decided not to publish the reversal.

New licensees.
The BoD has previously taken a strong stance that ANY license is a regular part of their stated business so they have no legal reason to treat it as a Material Event to comply with the SEC rule.
