Lets eliminate ALL the uncertainty in the Patent
Awarding process that is used at present..

Simply create a RAFFLE SYSTEM..

ANY Company that wishes can enter the raffle by
simply buying a TICKET for "ONE" Dollar,for a chance to use the PATENT exclusively for 20 years, for a Fee, to be determined by the Government, with the proceeds to go to the US Treasury..
