I believe infringement only begins with notification... So why only 400 were ever notified.. or why, as Flower's confessed to me after the HTC NDoC infringement ruling, the BoD doesn't even know if 400 have actually been notified.. is anyones guess... but to me it appears there was never really a plan to maximize the MMP monetization (after Swartz dumped).. Just plans to make the salaries last as long as possible and plans to steal and hide as much as possible..
