Follow the money

If a license is agreed to and is signed off by PDS (as distinct from TPL) I believe the license money goes directly to PDS for distribution. Does this mean PTSC, TPL and Alliacense (and maybe Otteson & co) are solely dependent on PDS? If so, that would seem to mean PTSC is assured its share of the revenue.
BUT for PDS to agree a license, right now it means both PTSC (Carlton Johnson) and TPL (Dan Leckrone) must agree.
Could Leckrone sandbag to try to get leverage in his bankruptcy? Would the Court allow him to delay an opportunity for income? Could PTSC claim foul play if he did so? Could the Court enforce the "third seat" at PDS to break a deadlock? Or is Leckrone so out of cash that he would OK any deal?
