if the ITC decision is made today and announced this afternoon. While they have until 11/25/13 to perform this action, nothing prevents them from doing it in advance.
As everyone knows, next week is a holiday week and I strongly suspect that ITC employees have Thursday and Friday off. Thus, it is a prime week for using three days of vacation time and get the full week off (actually a total of 9 days off).
This was very common in my work experience, causing extra effort by management to assure activities were "covered" in the absense of a full staff.
So in anticipation of the "prime time" holiday week, actions required to be completed could be done in advance to "free themselves".
