I want it posted in a timely manner that "CAN" be acted upon.

We know, 'at least approximately', how much money is available to them for purchases,therefore any purchase/s will give a heads up if they have enough dough to feed their family and still buy shares, without taking away what they need for themselves..

"IF", it seems to be a DICEY CALL, then the fact THAT they are buying MIGHT indicate that they have received some NEW money or they expect to receive some soon..

AND that would be a possible signal to some S/H's/ME, to buy as well..
