this just be part of what would be sent over to be looked at by the full Commission should they decide to review the decision ?

If so, then this would be a mechanically generated request in all cases where the Claimant has recommended a product(s) Exclusion remedy to the Court.

I not believe this means we prevailed in some way and don't just know it yet.

Thats my first blush guess.
