How do we know that Kyocera settled, how do we know how much they settled for and who and where was this reported?

I am attempting to understand how a publicly held company, even one with over 400 million shares outstandng. makes a reported(?) monetary settlement with it's share worth in the range of $100 million and the public reacts by trading the share price lower. At this share price the market cap on PTSC is under $50 million so who started the settlement story *rumor), with a number attached?
