You will find many 'invention commercialisation' private companies. They will promise to help you by bringing your product to market. They will also ask for exclusive rights to your patent otherwise they say not worth putting their time. You have tried all ways and means and have nowhere to go so decide to license them. Now you hold only that paper and are stuck because they won't do anything to it unless some other manufacturer shows interest in it. This company is patent troll becase they have hundreds of inventions trapped in their safes. It is good that the government is doing something about it.
