What's the difference between "exploit it ... and make money" and "market it" ?
"Buys and hoards" (hoards = accumulation that is hidden or carefully guarded for preservation, future use). If the troll buys and hoards then they have patent ownership (buys), and are saving (hoarding) it for something - what are they saving it for if not license fees? PTSC has ownership (or partial ownership) of patents also, and seeks license fees. PTSC does not manufature products using patents they own. Troll's don't manufature products either.
I'm not saying PTSC is a troll. I'm saying that I don't understand your Troll-PTSC comparison.
