It was a-'Policy'- decision influenced by -'Political'- pressures based in part on Domestic economic considerations and International trade ramifications".

The word for that phenonenon is.."Conflate"..
It is a VERY often used strategy, by Attorneys,,AND Propagandists...AND anyone who has an AGENDA to PROMOTE....IMO ...LOL..
