Pursuant to the Freedom of Information Act:

First, an agency should not withhold information simply because it may do so legally.

Second, whenever an agency determines that it cannot make full disclosure of a requested record, it must consider whether it can make partial disclosure.

I hereby request that a public version of the following document be made available as it applies to ITC case 337-ta-853. Reply Post-Hearing Brief of the Commission Investigative Staff document ID 513139 (file ID 859548)

I received the following reply from the office of the Secretary USITC

Let me discuss with the Chief FOIA officer and I will get back with you as to how we will proceed.

This was after I was first asked if I was a party to the investigation and what my interest was. I noticed in her reply e-mail to me, at the bottom of my original e-mail was something like:
