I spoke with two people at the ITC. First off, I told them that I had been following a specific 337 case and my question to both of them was:

Knowing that a domestic industry is a requirement for an ITC case investigation, has there ever been a time when the domestic industry wasn't established until during the hearing.

Both wanted to know who I was and why I was calling and which case I was interested in. The response I received from both was they can't comment on a specific case. Again I said forget the specific case.....has there ever been a situation (case) where the domestic industry wasn't established until during the hearing?

I was told to research past cases on my own. They will not comment because each case is different. Duh...tell me something useful. There you have it. We pay their salaries and they won't answer the question. Hmmmm sounds all too familiar lately.
