I do not believe there is ever any direct contol over the RO.The crystal clock serves as a reference to the phase dector/comparitor.It compares the VCO output signal to the crystal clock input signal and any phase difference is used as voltage increase/decrease to the VCO.It's purpose is simply to keep the two signals in a locked phase relationship so trasferred data between on-chip and off-chip registers can be read properly.

The question is this.Did Moore and Fish invent the 336 clocking system which did not have any capability to communicate with the external world?From the 336 specification.

What needs to be synchronized?The I/O is controlled by the off-chip crystal operating at a different frequency than the cpu clock.

Is the PLL is simply a means that aids in the Synchroniztion of the two clocks?It is not possible to synchronize them, if unable to use both clock signals.

Is the ALJ saying we disawowed all use of the off-chip crystal clock, including this synchronization purpose, or only for generating the on-chip clock signal?

The answer to that last question is what we are waiting for.
