Based on a review of the supplemental memoranda and attachments, the ALJ finds as follows:

To the extent Complainants’ seek a modification of Order 28 or seek leave to rely on Patriot or PDS investments as referenced in Order 28, the ALJ declines to consider those requests here. Complainants must file a proper motion under the Ground Rules and Commission Rules to the extent they continue to seek reconsideration of Order 28 or leave to alter their domestic industry allegations as set forth in Order 28.

Regarding the attorney invoices at issue in Respondents motion to compel, the ALJ finds that Complainants should be precluded from relying on them to support their domestic industry case at this time. As an initial matter,the ALJ finds that reliance on these documents, which Complainants acknowledge relate to investments made by PDS is precluded based on the findings in Order 28………….ALJ disagrees that by requesting more information regarding Complainants’ existing allegations, Respondents opened the door to allow Complainants to change their domestic industry claims to rely on investments in legal fees made by PDS.

Based on the foregoing, the ALJ finds that Respondents’ request for the production of unredacted attorney invoices should be DENIED as moot.
