My guess is investors who seek to control the market for this stock. Perhaps (likely?) to keep it a range where they can make larger investments on hoped for or anticipated good news later for greater short term profits.

It is not all an expensive game to play for a lot of penny stock investors at this price. Clearly there are not many folks in the game at this time (or even required) with just a few trades per day.
