IMO TPL simply wanted to increase the number of targets for the complaint and it could be that both Amazon and Garmin had good arguments why adding is not appropriate.

Or it could be that both said in case we would win we will get what we demanded from these additional subsidaries.

Or it could be something completely different.

Anyway, I don't think it's a SURE sign of something positive happened and you know why I'm as cautious as I am with this company...lol
