It is my belief that Apple probably purchased the "plain jane" license for using the MMP. While there is little doubt that Apple knows exactly what is contained in any of their products, it is probably Foxcon who is in need of the "system" license.

I don't believe it is double dipping, since they represent two different aspects which are licensed separately.
