I would assume that the licensor (PDS) would supply the licensee with payment instructions. My opinion is that funds would be channeled to PDS and PDS would make whatever distributions are required. Is there reason to think differently?

I do not believe TPL gets anything of the top. Alliacense might. I do not recall seeing anything but not all the contract details are available.
