In reading that rule, it appears to only pertain to option and awards type of tranactions. Not sure why the Form 4 is not clearer than it is.

So this is apparently an exercise of options. But I believe the option strike price is 10 cents and that is what Gloria paid. Lowest strike price out there is 8 cents per the last Q.
