The Markman is mostly based on the intrinsic evidence, e.g., claims, specification, prosecution history (includes reexamination history), etc., and the extrinsic evidence, e.g., expert witnesses, dictionaries, etc. I am fairly certain the ICs do not factor into Markman decisions.
